After creating a new segment, initially it appears that I am the only person in the ranking.
I suggest there is a message within the UI of the rankings, such as "New Segment Leaderboard. History building in progress. Estimated completion: X hours."

+26I don't think its possible to estimate that because Strava can't know beforehand how many activities happened on this segment and can't foresay the server load in the next hours or days. A notification as soon as all the segment efforts are complete would be nice though.
+3Makes sense, Jan. That ETA is a nice-to-have, but could still have a message saying "In progress…" or something to that effect.
