Hiding the home radius unconditional should be optional because not everybody would want to split their track in chunks when passing through. Another reason for it to be optional is that getting a segment that starts or ends in this radius it possible at the moment if you leave the radius before and after the segment as workaround.
Privacy zone doesn't split tracks into chunks. That only applies to others looking at your track on the map, but it doesn't affect any stats. With regards to segments, you are right, but I solved that by moving my privacy zone a little bit to a neighboring house so that one segment I particularly like is excluded.
Still, I'd argue that the current implementation may inadvertently expose users who may not fully understand how privacy zones work. I certainly thought that stopping by my house mid run would be hidden because it is well within the privacy zone. I was quite surprised to see that that wasn't the case. It isn't super common for me to do multiple loops right from the home, but occasionally I do that for a number of reasons, such as not wanting to carry water or perhaps doing one loop with my dog and another loop - without him.
