Will it re-activate automatically now that I have refreshed the certificate? If so, how long does this take? If not, what should I do to get it reactivated?

My HTTPS certificate expired and this appears to have marked my status as "Inactive".

+26Your app status in Strava and your http certificates aren’t in any way related. It’s more likely that your status is inactive because you don’t have the mandatory Strava subscription.
