For a defunct watch app (MOOV) or MoovNow, support for that app is long dead but the watch remains better than current watches for what I do. I wish to port all the data to Strava before it goes away. I am not a developer, but they are all gone. The error is Error403: Limit of connected athletes exceeded - it asks that developers contact Strava but there are none. How can a consumer ask Strava to allow the upload (which seems to have once worked)? the app attempts to get authorized and then fails.

as an end user, you can’t do anything with the user limit - the developer would have to request the limit increase at Strava.
If that app’s developer isn't active anymore, you’ll need to find a workaround. Does the app let you export the activities e.g. as .fit files? If it does, you could then upload them to your account manually or (if it's a larger amount) via one of the data importer apps.
