Strava is connected to my Garmin, I had garmin broadcasting, I can see my heart rate in the strava app. But when the ride is finished, when I wanted to see Heart Rate Insights, the section says "Start training with a hear rate monitor for access to more subscription features and etc. Then it has a link "How to add heart rate data."

Make sure you have health-related data permissions enabled.
In the app: You > Settings (gear on the top right) > Data Permissions > Health Related Data > Allow
