Add ability for users to suggest crime hot spots on maps

Let's add a feature to allow the community to suggest/create common crime hotspots in their countries to ensure safety. This should then be listed on the map in red to alert others if they intended to use the same route/hotspot to be alert. Potentially suggesting working out in groups. This could also include

• Streets
• Busy Intersections 
• Busy Areas, which could make it challenging to navigate, run or just pass

This could be added as a feature to list all crime hotspots when tourists visit that country as places to avoid per sporting code.
