Add “all time” local legend status

Last 90 days local legend is great for the Johnny come lately New Kid in Town, but for someone like me who has ridden a segment hundreds of times over the years, I’d like to see an “all time local legend”.  Let Johnny know he’s got some work to do to actually earn that crown. 3 rides in the last 90 days does not a legend make.

Personally I would welcome the option to disable the local legend feature as all it does is reward those who lack imagination in that all they do is repeat the same course time after time.   If it's to mean anything then it should go to someone who is not a KOM but has the most number of times in the top 50 on a particular segment.  Likewise the segment should be at least 1 km in length and/or 50m change in elevation, and have had at least 1,000 attempts.

There is already an option to opt out of local legends. Anybody who does not want to get notifications for it can disable it.

Would be very cool to see the all-time local legend for a segment, not just the rolling 90-day average!
