Add Club Event Features: close registrations, export participant list and add participants manually

Add the ability to close registrations for an event (administrators only), to download an XLS list of participants registered for the event (administrators only), and to add participants manually (for members within the club only) (only administrators)

I organise and lead club rides, and would like the ability to limit registration numbers for events so we can ensure the safety of our members by maintaining a good ride leader to participant ratio.
