Add Global Leaderboards for Standard Race Distance PRs

I think adding a global leaderboard for PRs (across all race distances) will be a great addition to Strava.

This is important to me because I want to follow and get inspired by the fastest athletes and see who I am close to in my own city based on PRs. 

An example of when I need this is when I want to check PRs and filter by city, state, country and globally. 

Make it opt-in only so that people have to manually input their PRs linked to a race or activity on Strava.
