We all know that Strava can write to Apple Health, but you only write a limited data set. 

I would like you to extend that data set to include heart rate.  That way I can see heart rate analysis from the ride within Strava and see my overall heart rate across the whole day in Apple Health.  

Strava and Apple Health will then be even more complementary to each other.

Someone please correct me if this doesn't work for others, but at least for me, Strava is writing HR data to Apple Health and Fitness.

It isn't writing a bunch of other data that it should like:

  • Elevation (data stream not avg)
  • Speed (data stream not avg)
  • Cadence (data stream not avg)
  • Power (data stream not avg)
  • GPS track

But it's definitely writing heart rate for me.

On your phone, I'd check the following is set:

Go to Settings, then Health, then Data Access & Devices, scroll down and click on Strava, then make sure it has write permissions for Heart Rate.

That looks like the data from an Apple Watch rather than the high resolution data you get from something like a Garmin heart strap.  
I’ve seen this before and done the comparisons, I don’t think that Strava and Workout match.

That’s likely from data processing on the Apple side then. The heart rate data from my Garmin HRM shows up the same way directly from Connect into HealthKit.

When an activity is uploaded to Strava from a 3rd party system such as Garmin, Wahoo, or Hammerhead, and then uploaded from Strava to Apple Health, Strava does not export the detailed HR data to Apple Health. This has been noted for a couple years and looks like it is a Strava issue with the export. For activities recorded natively in Strava, this detailed HR data is exported to Apple Health, it is only when the HR data is supplied to Strava that Strava does not pass it along to Apple Health intact. This is exactly what is happening. but most people do use 3rd party systems such as Garmin. That is the issue. Do not understand that Strava still have not fixed this issue. Instead, we have to pay another tool, "RunGap", to do the job of reading from Strava and write the workout data to Apple Health. It is a pain! It is a process and cost that should NOT be needed.

I think Jane has ‘hit the nail on the head’ here.  

This seems to be an accurate description of the problem and a potential workaround pending a resolution from Strava. 

Next step would seem to be a response from Strava regarding their view.
