Add a “Speed Trap” Feature

This would work similarly to segments, as in user created and have leaderboards. The “speed trap” would measure users speed through a fixed point and have a leaderboard for who was going the fastest. The “speed traps would also show up on the map like segments. 

for those concerned about safety the speed traps could only be on flat or uphills.

While it may be fun to see who is the fastest, I don't think the accuracy is really there.  Instantaneous speed measured by our GPS devices is way too inconsistent in my opinion.  Part of the reason segments work is that they allow the variations to be averaged out over a length of time.
