To be able to create a segment from another but in reverse. I ride a number of routes sometime in one direction, sometimes in the other. I can create a segment, but would then like to be able to create a second one that is the reverse of the first.

There are a couple potential problems I see with that.  First, it would really depend on what type of route you are riding.  If you are on a singletrack trail, an exact reverse route may work for a segment since you ride the same path in both directions.  But, if you are riding on a road, the return route would not be along the same line, it would be on the far side of the road, so the GPS track would not match.  It might be "close enough" to match in some cases, but overall, it is a different path that is being followed.  Another potential issue is that some segments would include one-way trails/roads, so you wouldn't want someone making a reverse segment directing people to go the wrong way.  Additionally, you generally would want someone to only make a "segment" for a section of road/trail that they have actually ridden/ran so that you knew they were fully aware of what it included.  There could be hazards when traveling one direction that are not a problem going the opposite way.  At least making it so they can only make a segment from a file that shows they actually traversed that segment in that direction themselves gives some indication that they feel it is a good segment. 

Ultimately, if you have ridden the route the opposite direction, you can easily just make the reverse segment from that activity file.
