Are you referring to auto-pause?  It really depends on the specifics.  Auto pause can be set in whatever device you are using or in the strava app itself.  Also, pauses are treated differently depending on whether it is just the ride as a whole or in recording times on segments.  If you can give us more detail on the specific situation and what you think may have changed, we might be able to help more.

My last two trips, my average dropped below 20/hour. That's impossible... So I think something changed without my knowledge?

Can you give us an URL for one of these activities in case it’s not private? Sometimes it’s visible in the track what can cause this.
