For users who upload ZWIFT data to STRAVA there is an accurate correlation between average heart rate and average power; this existing data within STRAVA could be used to improve the present power calculation that STRAVA uses. STRAVA does not have the ability to compensate for wind velocity , by averaging existing method with STRAVA data the accuracy could be greatly improved without using a power meter.

The correlation between power and heart rate is by no means accurate, that’s much to dependend on daily form, previous trainings, eating, drinking, health, temperature and so on. And it would give completely wrong results when someone is i.e. coasting a descent, using the heart rate would always lead to a power greater than 0. There can be circumstances where the heart rate would give a better estimation of the power (your example with the wind speed) but I think the current estimations can be more improved when Strava starts to include the road surface and gives more choices for the bike types.
