I can't mention someone in an activity comment using the App but it works when on website. If there is user restriction to not be mentioned, why it works on website?

Hi ​@Paulo Caze, it’s a bug in the Android app, Strava is already aware, updates/fix information should hopefully be on the following thread soon:
