Max speed differs from values in Garmin Connect. I have 14.5 km/h in Strava and 16.0 km/h in Garmin. How can that be? Distance is the same and Elapsed Time is same.

Strava calculates max speed of its own by using gps data.

How can there be a different calculation than max speed between 2 GPS positions?

Well, for example the two different calculations may consider a different minimum distance. Garmin’s probably shorter than Strava’s.

Every GPS position has a time stamp  Why has there a minimum distance to be? Just calculate the distance between every following gps position and name the fastest one.

Ok that could be the reason but 14.5 and 16 isn’t really fare from each other. I can understand when they kill something like 30 but not a number that close. They should follow the Garmin calculation algorithm.
