There doesn’t appear to be a hide function for segments I haven’t ridden. There are many old segments cluttering my local heat map from old charity rides/events for instance that no one records anymore. This one is from 2012, 9 riders total, as an example: https://www.strava.com/segments/2481219
However, hovering over it does seem to initiate a hide button on any page I can find.
Is there a way I am missing to do this?

You can’t hide specific segments from the heatmap. Even if you open your activities or in this case the activity of others and hide segments there it doesn’t impact the heatmap. Unfortunately you won’t get a straight answer from Strava which parameters are used to deem a segment eligible for the heatmap so we are stuck with much crap. Sometimes even segments only one person ever rode are displayed and that wasn’t me in this screenshot:
