I did two rides two days apart. The second ride was longer time, had a significantly greater avg and NP power, higher IF, and higher TSS, yet the Relative Effort was much lower than the first. How does this work or make sense?

Relative Effort opposite of IF and TSS

The Relative Effort is based on your heart rate or your perceived extertion. It’s independent on power data. For power data the Training Load is calculated. So congratulations, you achieved better power with lower heart rates!
