whenever i try to make an ouath request i get an 403 error, however whenever i try to do anything else i don't get a 403
moreover its a brand new aplication so i dont think it should be rate limiting

What is the error message returned with the 403 status? That should give some hint as to what is wrong.
Strava did have an outage on the 28th so it may be worth trying again now that everything is operational. It's possible it was related to that.
