Our Strava running club needs athletes to "Request to join".

Usually, when a request to join comes in, I go to their profile to make sure they run locally, and then ping them on a previous activity to explain how our running club works, and if they want to join, here's the contact details etc. This all works ok, but when the person requesting to join has all privacy settings on, I can only contact them if they allow me to follow them. Understandably, the requester doesn't know me, and they can't see my individual profile because I also have privacy settings. So, the requester ends up thinking they aren't welcome to join a club, because I can't contact them to give them the details.

Can I suggest therefore that if someone requests to join a club, that they accept messages from the admin(s) from that club. That way, they can either choose to accept and they join the club, or they don't accept and they don't join the club. Any questions over privacy will need to be covered by a "I accept that the admin for this club can contact me regarding my request".

As a club owner I'd also like way to verify that a person joining a club is local or at least has had some of their activities locally. But some people have completely locked down accounts and no location information.
