Flagging and privacy

Good afternoon,

somebody is blaming me for flagging one of his rides for performing it an e-bike instead of a road bike.
He says Strava told him I flagged him, which is not true.

Is it true that flagged persons are able to see who flagged them or ask the support to tell them?

Is there any opportunity to find out who flagged one?

There is no way for someone to see who flagged them.  The only way they would know is if you told them yourself.  If you have the KOM on a segment, they may assume it was you who flagged them if their activity beat your KOM since it is most likely that the previous KOM holder would see it, but that is still just an assumption on their part.
